Public universities across the country and in Tennessee are being impacted by state spending cuts. Those cuts lead to rising tuition, cuts in enrollment, and layoffs.

Between 2007 and 2012, 15 states have experienced declines in higher education funding per full-time student of nearly 30 percent or more, according to the State Higher Education Executive Officers Association.

In Tennessee, state and local funds per full-time student has dropped 31.5 percent since 2007.

In Kentucky, that number was 19.2 percent.
