Gov. Bill Haslam said this morning state leaders are still weighing whether the state will operate an online health insurance exchange or let the federal government do it.

The exchange is a requirement of the Affordable Care Act healthcare reform law that will go into effect in 2014.

States are supposed to let the federal government know by Friday whether they plan to run the exchange themselves or use the one that will be created by the federal government.

"It's a choice for us of kind of picking between the lesser of two evils," Haslam said.

The governor said the state may not meet the Friday deadline.

"It's a complex decision and there are so many answers we don't have yet," he said. "Our concern is how much flexibility will we really have in a state-run system."

Haslam said state leaders are inclined to run the exchange themselves.

"We think we can run it better and more inexpensively ourselves," he said.
