Kroger officials and city leaders broke ground on the new shopping center at the intersection of Oak Ridge Turnpike and Illinois Avenue Thursday morning.
The Kroger store will anchor the development, which will also include space for other retailers. The developer had to buy out about 20 homes and clear the land for the project.
Anderson County's mayor says the shopping center will bring a boost to the local economy.
"They're going to add an incredible number of jobs with this project. It's going to give shoppers a great opportunity to purchase more goods that a lot of times they had to go to Knoxville to actually buy. So it's going to mean more for tax dollars," said Mayor Terry Frank.
The shopping center is expected to open in July of 2014.
