Major law enforcement operation underway in Union County

Almost three dozen arrests have already been made in a major drug and corruption related round-up in Union County.

"It was a large investigation that continued for a long time, Union County is a small county and they did a lot of work.  It's a large group of cases for our county," Tracy Jenkins, the Assistant District Attorney General said.

According to the FBI, they are working with the TBI, the IRS Criminal Investigative Division and District Attorney General Paul Phillips' office to make numerous arrests for drug trafficking, illegal gambling, and dealing in stolen property.

Among the arrests is Dylan Boyd Devault, a UT Police officer and a Union County Sheriff's Office Reserve Deputy, and John "Moon" Hubbs, a Union County Constable.

Hubbs resigned his post as 1st District Constable in April after a jury indicted him on a trio of charges related to bribery of a public official and official misconduct.

"I can't get into the facts of it too much but there is bribery and two official misconduct charges that are pending right now," Jenkins said.

According to Karen Simsen with the University of Tennessee, DeVault was hired by UTPD in October of 2010. He was a patrol officer with the department.  As of Monday, he was no longer employed by the University.

These arrests represent the culmination of a long-term, multi-agency, undercover investigation targeting illegal activity in Union County, Tennessee.

Jenkins said that investigation went on for more than a year and resulted in a laundry-list of indictments.

"We're looking at a total of 50 indictments by the time they're done," Jenkins said.

Throughout the day, the following individuals were arrested, without incident, as part of the ongoing investigation:

1) Jay Michael Collins, age 52, of Maynardville, Tennessee- charges for two counts for sell of schedule II controlled substance, two counts delivery of schedule II controlled substance and two could of conspiracy to deliver schedule II. 
2) Willa Dean Collins, age 55, of Maynardville, Tennessee- charges for four counts of attempted theft over $1,000 and one county attempted theft over $10,000.  
3) Tonya Elaine Cox, age 36, Maynardville, Tennessee- charges for four counts of attempted theft over $1,000 and three counts of attempted theft over $500.  
4) Dylan Boyd Devault, age 40, of Luttrell, Tennessee (University of Tennessee Police Officer and Union County Sheriff's Office Reserve Deputy)- charges for sale of schedulle III controlled substand and delivery of schedule III controlled substance.
5) Loria L. Devault, age 34, of Luttrell, Tennessee- charges for four counts for attempted theft over $1,000, one count for attempted theft under $500, two counts for attempted theft over $500 and one count for attempted theft over $10,000. 
6) John "Moon" Hubbs, age 52, of Maynardville, Tennessee (former Union County Constable)- charges for delivery of schedule II controlled substance and two counts for misconduct and three counts for bribery of a public servant.
7) Theodore Jerome, age 55, of Maynardville, Tennessee - charges for sale of schedule II controlled substance and delivery of schedule II controlled substance. 
8) Michael Shane Jones, age 22, of Maynardville, Tennessee- charges for sale of schedule II controlled substance and delivery of schedule II controlled substance. 
9) Arlin Logan Norton, also known as Logan Norton, age 20, of Maynardville, Tennessee- charges for sale of schedule II controlled substance, delivery of schedule II controlled substance, two counts facilitation of sale of schedule II controlled substance and two counts of facilitation of delivery of schedule II controlled substance.
10) Sherry Kaye Norton, age 53, of Maynardville, Tennessee- charges for nine counts of sale of schedule II controlled substance, nine counts of delivery of schedule II controlled substance and four counts of conspiracy to deliver schedule II controlled substance. 
11) Daniel Wayne Overholt Jr, age 32, of Maynardville, Tennessee
12) Lisa Campbell Pratt, age 46, of Maynardville, Tennessee - charges for criminal responsibility for facilitation of bribery of public servant.
13) Charles Joseph Seymour, age 38, of Maynardville, Tennessee- charges for three counts of sale of schedule II controlled substance and three counts of delivery of schedule II controlled substance.
14) Timothy Allen Summers, age 43, of Maynardville, Tennessee- charges for attempted sale of schedule II controlled substance and two count attempted theft over $1,000.
15) Floyd Earl Thomas, also known as "White Boy," age 48, of Maynardville, Tennessee- charges for two counts attempted theft over $1,000. 
16) Allen P. Wilkerson, age 46, of Maynardville, Tennessee- charges for two counts for schedule II controlled substance, two counts of delivery of schedule II controlled substance, conspiracy to sell schedule II controlled substance, conspiracy to delivery schedule II controlled substance, sale of schedule IV controlled substance and delivery of schedule IV controlled substance.
17) Mark Aaron Williams, age 22, of Maynardville, Tennessee- charges for three counts sale of schedule II controlled substance, three counts delivery of schedule II controlled substance, attempted theft over $1,000, conspiracy to sell schedule II controlled substance and conspiracy to deliver schedule II controlled substance.
18) Stanley Scott Wynn, age 35, of Maynardville, Tennessee- charges of sale of schedule II controlled substance and delivery of schedule II controlled substance.
19) Christopher Wyrick, age 23, Luttrell, Tennessee
20)Douglas Roy Acuff, age 40, of Maynardville, Tennessee- charges for sell of schedule II controlled substance and delivery of schedule II controlled substance.
21) Jeffery Brown, age 42, of Maynardville, Tennessee- charges for sell of schedule II controlled substance, delivery of schedule II controlled substance, sale of schedule III controlled substance and delivery of schedule III controlled substance.
22) Joshua David Chesney, age 26, Maynardville, Tennessee- charges for sell of schedule II controlled substance, delivery of schedule II controlled substance and conspiracy to deliver schedule II controlled substance.
23 David Eugene Cooper, age 40, New Tazewell, Tennessee- charges for sale of schedule II controlled substance and delivery of schedule II controlled substance.
24) Jerry Lynn Cooper, age 35, of Maynardville, Tennessee- charges for sale of schedule II controlled substance and delivery of schedule II controlled substance. 
25) Brenda Corum, age 31, of Luttrell, Tennessee
26) Robert A.Fraker, age 40, of Maynardville, Tennessee- charges for sale of schedule II controlled substance, delivery of schedule II controlled substance, two counts of deliver schedule II controlled substance, two counts for conspiracy to deliver schedule II controlled substance. 
27) Misty Hatfield, age 32, of Sharps Chapel, Tennessee- charges for sale of schedule II controlled substance and delivery of schedule II controlled substance. 
28) Jeremy Hubbs, age 20, of Maynardville, Tennessee- charges for sale of schedule II controlled substances, delivery of schedule II controlled substance, attempted theft over $1,000 and delivery of schedule II controlled substance. 
29) Angela Cheryl Jordon, age 39, of Tazewell, Tennessee- charges for two counts attempted theft under $500, attempted theft over $500, six counts attempted theft over $1,000 and attempted theft over $10,000. 
30) Joseph Adam Leonard, age 27, of Maynardville, Tennessee- charges for sale of schedule II controlled substance and delivery of schedule II controlled substance. 
31) Judy Hubbs Najar, age 59, of Maynardville, Tennessee
32) Stephen Michael Shelton, age 27, of Maynardville, Tennessee- charges for sale of schedule II controlled substance, delivery of schedule II controlled substance.
33) Charles Eddie Stephens, age 35, of Tazewell, Tennessee- charges for sale of schedule II controlled substance, sale of schedule II in school zone and delivery of schedule II in school zone.
34) Brian Curtis Wynn, age 29, of Maynardville, Tennessee- charges for sale of schedule II controlled substance and delivery of schedule II controlled substance.

All arrests were made after a grand jury returned a multiple count indictment charging the above named persons.

Troopers from the Tennessee Highway Patrol, officers from the 8th Judicial Drug Task Force, and deputies from the Union County Sherriff's Office assisted with Tuesday's arrests.

A holding facility is set up at a church between Luttrell and Maynardville on State Highway 61.  Officers are dropping of suspects there after their arrests.  They are held there until they are taken to the Union County jail and booked.

Community Reacts

As one person after another was arrested and booked in Tuesday morning's round-up, word of the investigation spread through Maynardville.

Many of the customers at Ann's Kitchen in Maynardville had just learned the news during lunch.

"I think there's a blend of curiosity.  Who is it going to be?  There's also a sigh of relief that finally they are doing something about the drug problem," said Mike Miller of Maynardville.  "The drugs need to be removed."

"I'm glad to hear about the arrests," said Ann Black, the owner of Ann's Kitchen.  "I think it is good.  They need to clean the drugs up."

Customers had a sharp reaction to a couple of names on the list of those arrested.

"With one guy being an elected official and another being a police officer, it is a sad state of affairs when people who are supposed to be in law enforcement are violating the law," said Miller.  "They should be helping fight the drug problem, not fueling it."

A major law enforcement operation is underway in Union County.

Law enforcement officials including the Federal Bureau of Investigation, Tennessee Bureau of Investigation, Tennessee Highway Patrol and the Union County Sheriff's Office are set-up at a church between Luttrell and Maynardville on State Highway 61.

A makeshift holding facility is set up there.

Law enforcement officers are coming in and out dropping off various suspects.

10 News crews on the scene are told the suspects eventually will be taken to the jail and booked.

A number of the law enforcement vehicles are labeled with "narcotics intervention."
