State taking over Memphis vehicle exhaust testing

MEMPHIS, Tenn. (AP) -- A spat over who should pay for car exhaust emissions testing in Memphis has put the issue in the state's hands.

According to The Commercial Appeal, Shelby County Mayor Mark Luttrell said Wednesday the Tennessee Department of Environment and Conservation will take over testing of vehicles owned by city residents, beginning July 1.

The Memphis City Council voted in February to drop the city's testing program, saying air quality is a county responsibility.

A committee of city, county, suburban, health and transportation representatives failed to develop a plan and asked Luttrell to meet with Environment and Conservation Commissioner Bob Martineau.

The level of carbon monoxide has been sharply cut over the years, but federal authorities say Shelby County is still in violation of air quality standards.
